Hyundai posts surprise profit drop as won dulls winning edge

SEOUL (Reuters) - Hyundai Motor Co , ranked fifth in global sales with affiliate Kia Motors , posted a surprise quarterly profit drop as a stronger Korean won dented its overseas earnings, sending its shares falling the most in three weeks.

The won rose almost 8 percent against the dollar last year, its biggest gain since 2009, cutting the value of Hyundai's overseas revenue in local currency terms and hurting the carmaker's price competitiveness abroad. To make matters worse, the yen eased by 11 percent, handing Hyundai's competitive edge back to its Japanese rivals.

The profit decline came even as Hyundai Motor sold a record 1.23 million vehicles in the fourth quarter. The company, which have enjoyed years of strong growth by offering stylish, yet affordable models such as the Sonata and Elantra, will face pressure to unroll new models to revive growth and lean even more on the China market - the sole bright spot on the horizon.

"With the yen seen weakening further, while the won is set to keep rising, Hyundai's ability to overcome worsening external factors will be put to the test this year," said Lim Hyung-geun, a fund manager at GS Asset Management.

"With no major new cars planned this year, it'll be very challenging year for Hyundai," Lim said, adding that he has already offloaded some of his Hyundai Motor shares. "It's not yet a true global leader like Samsung Electronics which can resiliently overcome adverse currency moves."

Hyundai Motor's Chief Financial Officer Lee Won-hee warned that the won's gains will accelerate in the second half, but said their effects will be limited as the company counters the impact of the strengthening currency by moving more production overseas.

The company's profit was also hit after Hyundai set aside 240 billion won ($225.10 million) to cover the cost of compensating customers for overstated fuel-economy claims on some cars sold recently in the United States and Canada, Lee told reporters after the earnings announcement on Thursday.

Hyundai and affiliate Kia said they would help drivers pay for the additional fuel costs. Analysts projected provisions of about 300 billion won to 400 billion won.

Shares in Hyundai Motor extended their losses on Thursday after the disappointing results, ending 4.6 percent lower, versus the wider market's <.ks11> 0.8 percent fall.

FIRST DROP SINCE 2011

Hyundai posted a 1.89 trillion won ($1.77 billion) net profit for October-December, missing a consensus forecast of 2.15 trillion won in a Reuters poll of 15 analysts.

The decline, down 6 percent from 2 trillion won a year earlier, was the first profit fall since Hyundai Motor switched accounting rules in 2011.

Hyundai aims to increase its U.S. sales by 4.4 percent this year, while its Europe sales would fall 6.5 percent, CFO Lee said.

By contrast, its Europe sales grew 10.2 percent last year while U.S. sales increased 8.9 percent.

Hyundai's China sales are forecast to rise 13.3 percent, Lee said. That compares with last year's 12 percent growth.

Hyundai, led by founding family member Chung Mong-koo, boosted sales in China after opening a new plant in the world's biggest auto market as Japanese rivals reeled from anti-Japanese sentiment.

"Global economic weakness will continue this year," Lee said, forecasting a prolonged downturn in the United States and Europe and slowing growth in China and other emerging markets.

Hyundai aims to increase global sales by 6 percent to 4.66 million vehicles this year, boosted by new plants in China and Brazil.

That volume increase would be the slowest since 2007 but would still surpass the overall industry's projected 3 percent rise and rival Toyota Motor Corp's 2.2 percent growth plan.

(AP) ? The New Mexico teen accused of killing his family and plotting to randomly gun down Wal-Mart shoppers spent much of the day after the early morning slayings at his church, wandering the campus as dozens of Sunday school teachers were being trained on how to deal with a shooter, a security official said.

But it wasn't until hours later, former police officer and Calvary Albuquerque security chief Vince Harrison said, that he knew something had gone terribly wrong.

Harrison, who led the safety training Saturday morning, said he was called back to the church Saturday evening after 15-year-old Nehemiah Griego told a pastor he found his family dead in their home.

"When I met Nehemiah, I knew something wasn't right," Harrison said Wednesday. "I could feel it, I could see it in his eyes and I could see it in his behavior and his demeanor so the red flags went up and that's when I called the sheriff's department."

Harrison said he drove Griego back to the family's rural southwest Albuquerque home to meet authorities, interviewing him along the way.

"He went into detail of where they were, where the guns were and he was very matter-of-fact, really cold so I knew something wasn't right," Harrison said.

After finding the bodies, sheriff's officials say, they took the teen to headquarters. During questioning, they say he confessed to shooting his mother and three younger siblings in their beds shortly after 1 a.m., then waiting in a bathroom with a military-style semi-automatic rifle to ambush his father upon his return from an overnight shift at a homeless shelter.

They say he also told them he had reloaded the family's rifles and taken them with him in the family van with plans to randomly shoot more people.

"That sends chills down my spine," Harrison said. "But obviously God had a different plan."

Harrison said several people spotted Griego at the church Saturday, but thought nothing of it until his arrest. He said officials then reviewed security video and found the teen had spent much of the day there.

He said he doesn't know why Griego decided to come to the church, but that it was like a second home for the boy, who was schooled at his house.

"It was a familiar place to him," Harrison said. "I think if he did have in his mindset to do something foolish and start shooting people there also, I think his demeanor was tamed a little bit because he saw people there he knew."

Sheriff Dan Houston said Tuesday there was no indication Griego intended to harm anyone at the church.

A prayer vigil was held at the church Wednesday night for victims Greg Griego, 51, his wife, Sarah Griego, 40, and three of their children ? a 9-year-old boy, Zephania Griego, and daughters Jael Griego, 5, and Angelina Griego, 2.

Before the start of the vigil, members of the crowd shared hugs and handshakes as photographs of the victims were displayed on large digital screens at the front of the church. An estimated 2,000 people attended and nearly every seat was filled before the start of the hour-long service.

"Our hearts break, Lord," Pastor Skip Heitzig told the crowd. "We, often in times like these, scratch our heads and wonder why. We are at a loss for words and we are certainly at a loss for explanation."

Heitzig shared stories about Greg Griego and his family, saying Greg was always ready to "get his hands dirty" and was dedicated to helping others find God. He also urged the crowd to remember that forgiveness and restoration ? two tenets dear to Greg Griego ? will be important as the community moves forward.

Relatives in a statement Tuesday night said they were heartbroken, and remembered the teen as a bright and talented musician who played guitar, drums and bass with the church choir. He also was a champion wrestler who dreamed of following his family's long tradition of military service, and a boy who accompanied his pastor father on rescue missions to Mexico, they said.

"We have not been able to comprehend what led to this incredibly sad situation. However, we are deeply concerned about the portrayal in some media of Nehemiah as some kind of a monster."

The statement, emailed by the boy's uncle, Eric Griego, called on the media and the public not to use 15-year-old Nehemiah Griego "as a pawn for ratings or to score political points."

"He is a troubled young man who made a terrible decision that will haunt him and his family forever," the statement said.

Bird flu studies, halted over terrorism fear, to resume

LONDON (Reuters) - Scientists around the world declared an end on Wednesday to a moratorium on researching mutant forms of the deadly H5N1 bird flu that had raised international biosecurity concerns.

Announcing their decision to resume what they say are risky but essential studies of the avian flu strain, the scientists said the work would only be carried out in the most secure sites in countries that agree it can go ahead.

That will allow work to start again in key laboratories in the Netherlands and elsewhere but not yet in the United States or U.S.-funded research centers, pending further safety and security guidelines there.

Scientists voluntarily halted research on H5N1 transmission a year ago due to fears that information about how to create potentially dangerous viruses could be used for bioterrorism.

Flu experts said they have recognized those fears and worked hard to calm them, and now it is time to push on. They say the studies are essential for a deeper understanding of H5N1, which many fear could one day spark a lethal pandemic in humans.

"We want the world to be better prepared than we currently are when an H5N1 virus causes a pandemic," said Yoshihiro Kawaoka of Tokyo University, a leading researcher on avian flu.

"We understand the risks associated with our research and we take every precaution to conduct H5N1 virus experiments safely."

He told reporters on a teleconference the research would boost efforts to develop global flu "biosurveillance", early warning systems, as well as better flu drugs and vaccines.

In a letter published jointly by the journals Nature and Science, 40 flu researchers from the United States, China, Japan, Britain, the Netherlands, Canada, Hong Kong, Italy and Germany wrote: "This research - as with any work on infectious agents - is not without risks.

"However, because the risk exists in nature that an H5N1 virus capable of transmission in mammals may emerge, the benefits of this work outweigh the risks."

Wendy Barclay, a flu virologist at Imperial College London and one of the letter's signatories, said lifting the moratorium would lead to scientific discoveries that would have "direct consequence for human and animal health".

All research into H5N1 transmission was halted in January 2012 after teams at the University of Wisconsin in the United States and at the Dutch Erasmus Medical Centre in Rotterdam created mutant forms that can be transmitted directly among mammals, meaning they could in theory also pass between people.

MUTATIONS HAPPEN IN NATURE

Currently, bird flu can be transmitted from birds to birds, and birds to humans, but not from humans to humans. When it does pass from birds to humans, it is usually fatal. Scientists are concerned the same mutations needed to make it transmissible among mammals in a lab could one day happen in nature.

When news of the work emerged late in 2011, it prompted the U.S. National Science Advisory Board for Biosecurity to call for the scientific papers about it to be censored to prevent details falling into the wrong hands.

The censorship call sparked a fierce debate about how far scientists should be allowed to go in manipulating infectious agents in the name of research.

Barclay said this had been a "knee-jerk response from certain quarters previously naive of this approach, expressing horror that scientists were brewing up deadly diseases."

During the moratorium, the World Health Organization (WHO)recommended that scientists explain the biological and other security measures they use to contain the virus and make more effort to show why the research is so important.

"The laboratories have expanded on their containment and security system ... and I think the value of the results has been recognized," John McCauley, director of the WHO collaborating centre for flu research at Britain's National Institute for Medical Research said.

Ron Fouchier, from the Rotterdam lab which led one of the studies, said his team would start fresh research on H5N1 viruses "in the next few weeks".

"We really need to understand how these viruses become airborne," he told reporters in the teleconference, saying that was the primary goal of the work.

SABMiller sales growth held back by subdued China

LONDON (Reuters) - China's coldest winter in 28 years hit lager sales at SABMiller, holding back volume growth in the third quarter for the global brewer.

The London-based company, which operates joint venture CR Snow in China, on Tuesday said volumes declined 3 percent in China in the three months to end-December

Group organic lager volumes grew 2 percent, but without the Chinese decline the figure would have been growth of 3 percent, said a company spokesman. However, although significant in volume terms China accounted for only 2 percent of the company's earnings last year.

Financial performance was in line with its expectations, SAB said, as revenues rose 17 percent compared to a year ago on a reported basis, or 8 percent in constant currency terms.

The brewer of Colombia's Aguila and Peru's Cusquena said lager volumes rose 6 percent in its key Latin American region.

SAB has leading positions in the smaller Latin American nations such as Colombia and Peru, with much of the larger markets of Brazil and Mexico carved up by the company's two biggest rivals, AB InBev and Heineken.

The company, which also makes Miller Lite, Grolsch and Peroni beers, said depressed consumer confidence continued to weigh on demand in Europe, where lager volumes rose 1 percent.

The world's second biggest brewer, which has expanded rapidly over the past two decades from its South African roots, earns around 70 percent of its profit from fast-growing emerging markets, which helps insulate it from tough mature markets where hard-pressed consumers are economising at the bar and drinking less at home.

Africa continued to show strong growth, up 4 percent on an organic basis. The brewer of Castle lager said improved distribution had led to lager growth of 10 percent in Zambia.

SABMiller shares, which crossed the 3,000 pence per share mark for the first time ever this month, opened flat on Tuesday at 2,960 pence.

Philippines seeks U.N. help to resolve maritime row with China

MANILA (Reuters) - The Philippines has asked an international tribunal to intervene in its longstanding South China Sea territorial dispute with China and declare that Beijing's claims are invalid, the government said on Tuesday.

Manila asked the tribunal of the U.N. Convention on the Law of the Sea (UNCLOS) to order a halt to China's activities that the Philippines says violates the Southeast Asian nation's sovereignty.

China's claims over islands, reefs and atolls in resource-rich waters off its south coast and to the east of mainland Southeast Asia set it directly against U.S. allies Vietnam and the Philippines, while Brunei, Taiwan and Malaysia also lay claim to parts.

"The Philippines has exhausted almost all political and diplomatic avenues for a peaceful negotiated settlement of its maritime dispute with China," Foreign Affairs Secretary Albert Del Rosario told reporters.

"To this day, a solution is still elusive. We hope that the arbitral proceedings shall bring this dispute to a durable solution," he said.

But it was not clear how the tribunal can help. While all its decisions are binding on countries concerned, it has no power to enforce them.

China, in response, restated its claims to the territory and dismissed any need for external intervention.

State news agency Xinhua quoted Ma Keqing, China's ambassador to the Philippines, as saying that China "has indisputable sovereignty" over the South China Sea islands and adjacent waters.

"The Chinese side strongly holds that the disputes on the South China Sea should be settled by parties concerned through negotiations," Ma was quoted as saying after meeting a senior Philippine diplomat.

The Philippines has previously sought the support of the Association of Southeast Asian Nations (ASEAN) on the territorial dispute, with ASEAN agreeing to ask China to start talks on a code of conduct.

But Beijing says it wants to address the disputes via bilateral talks. Its relations with Tokyo are also under strain after the Japanese government bought disputed islands from a private Japanese owner in September, triggering violent protests and calls for boycotts of Japanese products across China.

Manila said that any joint development with China should respect Philippine laws. A unit of Philippine firm Philex Petroleum Corp is hoping to resume talks with Chinese state-owned offshore oil producer CNOOC on joint exploration of oil and gas fields in the South China Sea.

Of course the Tooth Fairy's real: How parents lie in the U.S. and China

Jan. 21, 2013 ? Almost everyone teaches their children that lying is always wrong. But the vast majority of parents lie to their children in order to get them to behave, according to new research published in the International Journal of Psychology.

The study by Gail Heyman of the University of California-San Diego and her colleagues found certain variations but generally similar trends in the way parents from the US and China use the slippery concept of 'truth' to their advantage:

The percentage of parents who reported lying to their children for the purpose of getting them to behave appropriately was higher in China (98%) than in the U.S. (84%), but rates for other types of lies were similar between the two countries. A possible explanation for this difference is that Chinese parents are more likely than in the U.S. to demand compliance from their kids, and will go to greater lengths to make it happen.

Both Chinese and American parents seem to be comfortable lying to their children in order to promote positive feelings, and to support belief in the existence of fantasy characters like the Tooth Fairy.

Parents in both countries reported telling lies about a wide range of similar topics, including ones designed to influence their children's eating habits, or to dissuade children's pleas for toys or treats when shopping!

Certain specific lies are extremely common among parents in both countries, such as a false threat to abandon a child who refuses to follow the parent while away from home.

There are good reasons however to be cautious about lying to children. Previous studies have shown that when young children are deciding whom to trust they are sensitive to people's history of being honest or dishonest with them personally, so when parents lie to their children it may undermine the child's sense of trust.

These findings suggest parents should choose their battles wisely: is it really that important for them to finish all their peas? Alternative ways to encourage children to behave -- such as a system of rewards -- might have less risk of confusing them with conflicting ideas about honesty. Above all this study shows the need to stimulate debate about the acceptability of lying under different circumstances, and how children should be best raised to understand the value of honesty.

Building a Home: Construction Financing | Falls Church Real Estate ...

So you?ve decided to purchase a new-construction home. This series of posts will detail the process from start to finish, and hopefully give you a good idea of what to expect throughout the process. In part one, we?ll look at how to get started by securing construction financing and what to expect from the lender.

Financing New Construction

The first thing you should do before embarking on the journey of building a home is to secure financing. Actually, this is true no matter what type of home you?re buying, be it resale or new construction. You need to know how much house you can afford.

You?ll need to shop for lenders. Compare rates and loan terms. Construction loans sometimes have a higher interest rate than a traditional resale mortgage. During construction you may be paying a bit more in interest, but when the project is finished, the construction loan will convert to a long-term note and you should be able to get a lower rate going forward.

Be aware of the time limit on the construction loan. If the loan term is for nine months, be sure the builder can complete construction in that time, or you?ll likely be paying penalties every month that construction drags on (this happened to a member of our team). The penalty will vary from lender to lender, so it?s important to ask about this when shopping around.

Construction financing differs from a mortgage used to buy a resale home in other ways, as well. For starters, the bank has to approve your builder. Some of the larger builders will already be approved by multiple banks, or they may have an in-house or affiliated lender that offers incentives to use them. You might get some discounts if you go with an affiliated lender, and sometimes this is the most cost-effective way to go. But don?t be afraid to comparison shop. Building a home is a huge undertaking, and you want to be diligent every step of the way.

If you go with a smaller builder, then the bank will likely need to check out the company finances before they will give the go-ahead to your project. This protects both you and the lender, and any reputable builder will be happy to provide the necessary paperwork to gain approval. If a builder balks at this, this should raise red flags. The last thing you need is for a builder to go belly up in the middle of building your home.

Another difference with construction loans: The bank holds onto the money and makes payments to the builder in installments, called draws. Before the bank will release a draw to the builder, an inspection will be scheduled to make sure work on the house is progressing in a timely manner and the work is up to par. Some banks require the borrowers? permission to release the funds. If possible, go to the house yourself to check and make sure the work that has been done is what is in the contract. If there?s a problem, notify the builder and the bank immediately. And consult an attorney before withholding payment.

As with all financing, do your research. Ask questions about the process, fees, terms, etc, so you don?t wind up surprised at any point during the process. Building a home can be stressful, but some of that stress can be reduced if you understand what you?re getting into, starting with the construction financing.

Besides the huge main house, Dr. Kiran Patel will be building smaller homes on the property for family members, which he says he has a lot of.

There will be two smaller residences (both around 7,500 square feet) and 3 guest houses (all around 1,254 square feet). The property will also boast a 3,600 square foot maintenance building .

So, the total square footage for all buildings is a whopping 85,672 SQUARE FEET!!!

Other features are to?include a 450-foot-long swimming pool, waterfalls, fountains and ponds. A glass lotus blossom structure for yoga practice and a replica of the Taj Mahal?carved into a rock mountain also were included in the plans. Plans for a helipad were scrapped.

Nothing is set in stone yet, so we?ll see if this compound ultimately gets built and with all the features noted above.

NASHVILLE - "I'm Sorry for You, My Friend" Quiet, soulful hottie Gunnar

Talking to David Plotz about Wednesday?s episode of Nashville got me ponderin? a mess of things, like why the show is so unsentimental about what music can and can?t do and whether Scarlett is a secret narcissist. After the chat, though, commenters fixated on a very specific Plotzian claim, which I feel obligated to address here before the ghosts of Betty Friedan and Mae West swoop down to revoke my feminism card.

Basically, Plotz believes that the male characters on Nashville are far fresher and dewier and prettier than the female characters. With the exception of Scarlett, he says, the women are either intimidatingly tough (Juliette) or, you know, old (Rayna, sister Tandy, Peggy, hot reporter, cougar agent). Meanwhile, the guys read as young, soft, and uncomplicatedly attractive, from stubbly Avery to baby-faced Gunnar to Teddy to Liam to Sean. ?It seems like the idea is to make a show that women in their 40s will like, with women who are attainably beautiful and age appropriate, and then male arm candy,? Plotz concludes.?

To which I said at first (with all the respect I could muster, given that David is my boss), pshaw. Because, obviously, Rayna and Juliette are gorgeous, light years away from ?attainably? so, with their toned bodies and luminous skin and hair tousled by invisible winds of pure sex appeal. If Scarlett is an exception, she is a huge one, and Gunnar?s one-time girlfriend Hailey has dark tresses, a lovely complexion (probably all that yogurt), and flashing, bottomless eyes. Furthermore, though the male side of Nashville abounds with older dad-types (Glenn, Coleman), gross, dried-up rockers (the Revel Kings), unremarkable-looking producers (Randy, Marshall Evans), and humans who resemble bulldogs (Lamar), I cannot name any equivalently average-looking women. If pressed, I would have guessed that Nashville expected slightly more, in the looks department, from the women than from the guys?and that in that respect it joined the ranks of probably every network television show, ever.

But now I?m wondering whether there might be something to Plotz?s thesis. Not the part about the women being ?attainably attractive? (though I can understand how Rayna comes across as more hardworking and decent than sexy, even as Deacon, her counterpart, is pure smolder), but the part about the guys being unusually objectified. Nashville does boast an alarming number of extremely good-looking male characters. They fit very specific archetypes of hotness: indie rock hottie (Liam), young ambitious hottie (Avery), quiet soulful hottie (Gunnar), seasoned/wounded hottie (Deacon), jailbird hottie (Jason), choirboy/quarterback hottie (Sean).??

Perhaps the show?s aesthetic of young, pretty men reveals its debt to the soap opera genre. (Aren?t daytime soaps always producing gorgeous pool boys and surgeons from their sleeves, Houdini-like, to titillate female viewers? Prototype: Josh Duhamel.) Television in general could be growing more equitable, or more interested in appealing to 100 percent of its audience, rather than 50 percent. Or maybe the explanation lies with country music: the brawny physicality of its sound, the adoration of the cowboy, something else in the genre?s mythology that makes us think of guys as sex objects.

Or maybe, just maybe, it has to do with Callie Khouri herself. Don?t forget that in Thelma & Louise, she wrote two attainably beautiful, early-middle-aged women, and one cartoonishly sexy archetypal bad boy ? played by unknown, fresh-faced Brad Pitt. Remember his abs in that movie? Yes, you do.

Whatever the reason, I applaud Nashville?s commitment to XY eye candy. There?s nothing wrong with using your TV as a portal to fantasies of flawless male beauty, especially if doing so makes you contemplate a privilege straight guys have enjoyed for time immemorial.

Or as a Nashvillian might say, yee-haw.??????

Have you noticed that Merrimack has quite a few new restaurants?

This a a new series by the Merrimack Journal?s anonymous food reviewer, who will eat at restaurants around town, new and established, and report back on the experience.

THIS WEEK:

Green Leafs ? Beyond Great Salads

WHERE: Merrimack Outlet Mall

Appearance

This is a not-so typical national food court eatery. You stand in line, give your order and then proceed down the counter, where you are offered add-ons, until you get to the end to cash out. When you place your order, you will be asked for your name. This is because all sandwiches and salads are made fresh and it takes a few minutes to prepare. You will be called when your order is ready.

Food Choice

Green Leafs is a soup, salad and sandwich shop. Paninis cost $6.99; salads, including the signature Green Leaf, Far East, Fruit Cobb and Tex Mex, cost $6.49-$7.49. And, there?s a daily soup.

Fountain drinks are available and there is a small selection of bottled drinks.

You can ?combo? your meal with a drink and chips for an additional $2.69, a side salad for $3.79, or a bowl of soup for $4.39.

The selection is not large but what is offered is more than enough for an afternoon of shopping ? and it?s certainly a healthier choice than some other options at the Outlet?s food court.

Service

If you don?t know what you want, then wait until you decide before you get in line. The line moves quickly and you will be asked a lot of questions: What extras do you want on your salad? Are you going to combo the meal? What bread do you want? The workers were all pleasantly helpful as I initially fumbled with my order. No tips are necessary when paying for your food.

Food quality

I ended up getting the Thai chicken wrap, which consisted of carrots, cucumbers, chicken, Chinese noodles, Mandarin oranges and a sesame dressing in a sun-dried tomato wrap. I also got a bag of blue corn chips and an unsweetened iced tea.

My guest got the avocado chicken sandwich ? a specialty sandwich ? on focaccia bread, with potato chips and an unsweetened iced tea.

Both sandwiches were fresh with vibrant flavor. It?s the kind of meal you don?t mind enjoying because you know that it?s filled with so many healthy foods. Both of us finished our meals and didn?t feel over stuffed afterward.

One caution, Green Leafs supplies lemon crystals as an option for the iced tea. If you choose to use one of these
packets, start with half of the pack and then add more to taste. I added the entire pack at one time and got quite the wallop of lemon in my tea.

Value

This is not a cheap sandwich shop, with an average price of about $7 just for the sandwich. I?m not sure this is the type of place where you would want to bring all the kids. The cost for our meal of two orders of sandwiches, drinks, and chips came to $20.67.

However, if you are spending a day at the mall, or if you are looking for a healthy and tasty meal, then Green Leafs is a terrific option. In this case, you get what you pay for and the ingredients used are nothing but fresh and tasty.

Inaugural transit options all have drawbacks

(AP) ? If you want to get to the National Mall on Inauguration Day, you're probably better off not driving.

The hundreds of thousands of people spilling into the nation's capital Monday are encouraged to travel by rail, bus or bicycle. And no matter what they choose, those watching the inauguration activities will eventually end up on foot ? and possibly walking several miles ? if they want to catch a glimpse of President Barack Obama.

The region's transportation infrastructure is strained during peak driving hours on a normal day. During the morning rush hour, it can take an hour to traverse the 10-mile stretch of Interstate 395 between Springfield, Va., and the District of Columbia. Many Metro subway trains are standing room only.

However, with much smaller crowds expected than for Obama's historic first inauguration four years ago, getting in the car will still be an option.

Four years ago, most vehicle traffic into the city was halted. The five major bridges over the Potomac River were closed, except to mass transit vehicles. This year, most of the bridges will be open, although drivers will be diverted from closed roads surrounding the Mall ? raising the prospect of gridlock for those who drive.

"Obviously, we don't want a lot of automobiles in the city," Mayor Vincent Gray said. "It'll be very hard to travel around the city on that day."

There is a potential enticement to drivers: free parking. Because Inauguration Day falls on Martin Luther King Jr. Day, the city won't enforce street parking restrictions.

Still, as with past inaugurations, Metro will be the most popular transportation option and the one encouraged by local and federal officials. A record 1.1 million people rode Metro's rail service in 2009. This year, Metro is projecting subway ridership of 600,000 to 800,000 ? roughly the same as on a regular business day. However, the riders won't be spread across the system's 94 stations as usual. Most will head to a handful of stations close to the Capitol and the National Mall.

The transportation challenges have Paul Darby preparing for a long day. Darby, 64, a volunteer on the parade route, plans to leave his home in Fredericksburg, Va., in the early hours of the morning and park at a friend's house in Alexandria before boarding the Metro, which opens at 4 a.m. ? an hour earlier than usual.

"I expect it to take a while. If for any reason there starts to be concern that we won't be able to get into town easily, I'll stay with friends in Alexandria (and) come up the night before," Darby said. "We'll do whatever it takes, and be patient and courteous and kind to everybody because there will be a lot of stressed-out people."

In an effort to ease crowding at the stations around the Mall, Metro is encouraging riders not to change trains. For example, people riding the Blue Line from Virginia are being asked to get off at Arlington National Cemetery and walk across the Potomac River's Memorial Bridge to the Mall. Be forewarned that the distance from the Lincoln Memorial on the west end of the Mall to the Capitol is two miles.

The idea is to prevent people from "needlessly traveling through the core" of the city, Metro spokesman Dan Stessel said, although there will be no penalty for ignoring that advice.

"Anyone going to the inauguration should plan to walk. This is an event that does require a lot of walking and a lot of standing, and that's just part of the day," Stessel said. "Wear comfortable shoes, dress very warmly and just think about what the day entails. Make sure you're up for it."

Also hoofing it will be people who ride into town on tour buses. About 2,500 buses are expected, and most will park at RFK Stadium. The city will provide shuttle buses, giving priority to elderly and disabled passengers, but some tour-bus riders will probably end up having to walk the 3 miles from the stadium to the Mall, said John Lisle, a spokesman for the district's Department of Transportation.

Four years ago, many tour buses dropped off passengers at Metro stations, but Metro won't allow that this time, Stessel said.

People traveling from Maryland can ride MARC commuter trains, which will offer a schedule tailored to the inaugural crowds. Tickets can be purchased in advance or at select stations on Inauguration Day. Commuter trains from Virginia won't be running, though. In 2009, the Virginia Railway Express was open at the request of the inaugural committee, said Mark Roeber, a VRE spokesman. The rail service received no such request this time and will follow its standard policy of closing when federal offices are closed.

Then there are bicycles, an increasingly popular option for Washington-area commuters. The city will run a massive bike parking lot a few blocks from the White House, and there will also be a station near the Mall with enough space for anyone who wants to drop off a bicycle from the region's popular bike-sharing service. Shane Farthing, executive director of the Washington Area Bicyclist Association, said riding bikes to the event makes sense ? and not just for district residents.

"I think folks even farther out are going to see biking as an attractive option if they want to avoid the crowds," Farthing said.

Even after the inauguration, some travelers may be inconvenienced. People flying out of Reagan National and Dulles International airports on Tuesday have been advised to arrive at least two hours before their scheduled flights because of anticipated crowding and long lines.

BANGKOK (AP) - Oil prices rose slightly Friday after data showed China's economy rebounded in the final quarter of last year, suggesting demand for energy might increase.

Benchmark oil for February delivery was up 2 cents to $95.51 per barrel at midday Bangkok time in electronic trading on the New York Mercantile Exchange. The contract gained $1.25 to finish at $95.49 a barrel. That was the highest close for crude on the Nymex since Sept. 17 and a result of the positive economic reports out of the U.S.

China's economy grew 7.9 percent in the fourth quarter of 2012, up from the previous quarter's 7.4 percent. In December, retail sales growth accelerated to 15.2 percent over a year earlier, up from the previous month's 14.9 percent, the National Bureau of Statistics reported. Factory output growth rose to 10.3 percent from November's 10.1 percent.

Data showing improvement in China, the world's No. 2 economy, suggests increased energy demand, a key driver of oil prices.

However, Caroline Bain, commodities analyst for The Economist Intelligence Unit, said that demand in 2013 could be affected "as the risk of more protracted debate over fiscal policy, which would sap sentiment, could emerge again later in the year" in among U.S. leaders in Washington.

Brent crude, used to price international varieties of oil, rose 9 cents to $111.19 per barrel on the ICE Futures exchange in London.

In other energy futures trading on Nymex:

- Wholesale gasoline fell 0.1 cent to $2.781 a gallon.

- Natural gas fell 0.4 cents to $3.498 per 1,000 cubic feet.

- Heating oil was nearly unchanged at $3.014 a gallon.

The Greatest Filmmakers in the Miami International Film Festival&#39;s ...

The Miami International Film Festival's acquisition of Dark Blood, River Phoenix's final film, for the 2013 festival is a huge accomplishment -- one that's sure to draw even more attention to the ever-expanding annual event. But it's not exactly a shock. After all, MIFF has been introducing Miami audiences to important films and filmmakers ever since its very first fest in 1984 -- often well before they were discovered by the rest of the country.

In March, MIFF will bring even more exciting new movies to Miami screens. But because 2013 marks the festival's 30th anniversary, celebrations are starting over a month early. Beginning January 26 and running through Feb. 28, MIFF will screen one film from each year of the festival, starting with 1984's Dark Habits and ending with Mariachi Gringo, 2012's opening night film. Along the way, audiences can rediscover some of the biggest names in film directing, including these five favorites.
