What is happening when your computer opens many tabs without ...

I wanna know is this an error or is someone actually hacking your computer when something like this happens? This has occured on several occasions and whenever it happens I quickly try to shut down my computer. Could someone also advice me on how to deal with this so I don?t have to restart everytime this happens?
